Tamara Duisenova presented a bill on health insurance issues – this was published on the official website of the Ministry of Health and Social Development of the Republic of Kazakhstan.
Today the Minister of Health and Social Development Tamara Duisenova presented in the Majilis of the Parliament of Kazakhstan the draft law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Mandatory Social Health Insurance”.
The bill provides for a change in the timing of the commencement of payment of contributions and contributions to the Social Health Insurance Fund, as well as the functioning of all processes of the mandatory social health insurance system.
Thus, it is proposed to transfer state contributions to the Fund from July 1, 2017 as of January 1, 2018.
Deductions and employer contributions to individual entrepreneurs, private notaries, private bailiffs, lawyers, professional mediators, individuals receiving income under civil law nature, the Fund will be moved to January 1, 2017 to July 1, 2017.
The rights of individuals to receive medical assistance in the insurance system and the choice of health care organization, the determination of the volume of medical care received in the insurance system will also be enacted from January 1, 2018.
In addition, this bill amends and adds to the Law “About education” in terms of transferring the functions of medical care to students in secondary education organizations without a 24-hour stay for health organizations.
Recall, November 18, 2015 President of Kazakhstan signed the Law of Kazakhstan “About compulsory social health insurance” developed as part of the nation’s 80 step plan – 100 steps to implement five institutional reforms, the Head of State. The document provides for the introduction in Kazakhstan of a system of medical insurance, developed taking into account the best international experience, based on the joint responsibility of the state, the employer and each person.
In order to promote and protect the health of school-age children, meet the needs of students in high-quality and accessible health care of Health of the State Program “Densaulyk” for years 2016-2019, approved by Presidential Decree of 15 January 2016 provides for the further development of the school of medicine in the health system.
